A Newark Valley man has been with endangering the welfare of a child and harassment. 48 year old John Ortu was arrested by the Tioga County Sheriff’s Office after an investigation at his Newark Valley home. Ortu was arraigned in the Town of Owego Court and released under his own recognizance. He is scheduled to appear in the Town of Newark Valley Court on July 28th.
