Tioga Jail Beating Lawsuit Settled for $62,500

A federal lawsuit filed by a Tioga County jail inmate after he was beaten by a Tioga County Sheriff’s Lieutenant has been settled to the tune of $62,500, according to published reports. The incident occurred in June of 2010, and involved inmate David Coffey, who had been pepper-sprayed and handcuffed to a bench, then beaten by Lt. David Monell. Monell resigned  as the facts surrounding the incident surfaced, but Tioga County District Attorney Gerald Keene decided not to press charges against Monell. Coffey filed his lawsuit last September alleging permanent injuries and damage to his sight. A settlement was reportedly reached in January. The details came to light in reports published in the Binghamton Press.  Of the settlement awarded Coffey, Tioga taxpayers will be responsible for about $50,000, with the rest of the payment coming from the county’s insurance company.

    I really can’t believe Keene isn’t filing criminal charges against Monell. He can waste taxpayes dollars going after Cal Harris who may or may not be innocent, but can’t go after Monell who is definitely guilty?? Monell should be a man and step up to the plate. If I see him on the street, I am going to ask him for my dollar!!!

    What’s really sickening is that this is the same D.A. that recently attempted to prosecute a homeowner for shooting a violent thief, yet he refuses to go after a C.O. for assaulting a defenseless prisoner. That idiot Keene is clearly not cut out to be a prosecutor, and if he had any honor he would resign and let someone with a brain take his place.
